The facility is designed to serve twenty pre-school aged children in two classrooms. The building was designed to blend into a residential neighborhood located in the historic district of Smithfield.

The Smithfield facility is part of a larger project by The children's Center, which included an addition / renovation to the Soffolk facility and renovations to the Franklin facility.

The facility is wood frame construction with fiber cement board siding, asphalt shingle roofing and accents of brick. the interior of the building features classrooms, administrative and training offices, kitchen and support spaces.
